Brooks Announces $5.7 Million in Funding for Critical Water Infrastructure Projects in Mercer County

HARRISBURG – Sen. Michele Brooks (R-50) today announced the Pennsylvania Infrastructure Investment Authority (PENNVEST) has approved more than $5.7 million in low-interest loans to support two critical water infrastructure projects in Mercer County.

“These investments will make a lasting difference for families and communities across Mercer County,” Brooks said. “Improving local infrastructure is more than just replacing equipment – it’s about supporting public health and safety, attracting new employers and putting our communities in a stronger position to grow. I also know how expensive these projects can be, and I hope these low-interest loan opportunities will substantially help to offset additional costs for residents.”

The Upper Shenango Valley Water Pollution Control Authority will receive a $5.1 million loan to upgrade an existing gravity sewer lining along the Shenango River in the City of Hermitage and South Pymatuning Township. The project includes construction of a 4,900-foot driveway with a stormwater conveyance system to provide permanent access to the sewer line, which has reached the end of its useful life. A closed-circuit television project completed in 2019 determined that lining the existing pipe was the most cost-effective solution compared to full replacement.

The Borough of Greenville will receive a $621,148 loan to install new stormwater conveyance infrastructure. Due to limited stormwater capacity, areas near Lancaster Ave. and Lebanon Ave. have experienced flooding caused by the flat topography, particularly during heavy rainfall events.

PENNVEST is an independent state agency that provides financial assistance for sewer, storm water and drinking water projects in communities across the commonwealth. Its financing is provided through the use of federal funding and prior bond issues by the state as well as proceeds from the Marcellus Shale Impact Fee legislation, Act 13 of 2012.
